Rovers struggled in front of goal last season, and with a striker down former Wales coach Hughes will be desperate to land a quality striker before the new season in August.
Hughes has been linked with Newcastle United's Craig Bellamy, who was on loan at Celtic at the end of last season, with the Wales international believed to be priced around £6m
However, Hughes' budget is believed to be only £3-4 million to bring in one new face - or possibly two - in attack.
Rovers are known to still have a bid on the table for a mystery player, and that line of enquiry remains active.
"The search for new players goes on and we are working on it every day," said Rovers' cheif executive John Williams.
"Our efforts are focused on bringing a new striker to the club and some progress has been made on that front, although a deal is not yet imminent."
With Hughes needing ideally two strikers it is believed he may have to seek out a free player if they are to survive this season, with former Rovers player Andy Cole, now at Fulham, believed to be on Hughes' mind.
