Wrexham are believed to be around £4m in debt and are in administration with the threat of homelessness if a deal cannot be reached by the summer.
Earlier this week administrator David Acland from Begbies Traynor confirmed
Dickens was a director at the club during the 80s, and has one of his garages on land adjacent to the Racecourse Ground.
Simon Johnson from the Wrexham Supporters' Trust said the offer was encouraging.
"I think Neville Dickens has said in the past that he would only do what's best for the club. Generally it's very encouraging," he said.
"I hope he can do a deal and it would be great to get a local person involved with the club."
However, he added: "We tend not to get our hopes up now".
