"I have spoken to Jason, it's not easy, but he tells me he wants to be involved, but there will come a time when that will be difficult.
"Last season he didn't do any pre-season and now none this time for different reasons."
Koumas pulled out of the last Welsh squad for personal reaons.
"He is hoping something can be sorted out (with Cardiff) as soon as possible and he knows exactly how I feel about the situation.
"He knows he should be training and it is not good that he is not working with a club at this time of the year. It takes you so long to catch up if you miss this much time.
"It doesn't matter how talented you are, you cannot miss pre-season and get away with it.
"He knows the games we have and hopefully will be with us for a spell that may help everybody."
Toshack added: "You can do all the training you like on your own running round parks, but you need matches and activity and proper planned pre-season. That's why clubs do it."
"Jason is working all day on his own, and we all know it is not good enough. At clubs you are involved in games, twisting, turning, working. I will just wait and see.
"It has gone on a long time with Jason. He was the only player who didn't make it when we went to San Sebastian in May, we accepted the problems he had. People do have problems.
"He's in the squad for Bulgaria but I do not know about the Czech match. We will see how the transfer unfolds and if he can get four or five games in before the Euro 2008 qualifier then okay. If not we have a problem.
"If he does not have a club by the end of August he will be struggling and I don't see how he can be involved.
"But we have been waiting for something to happen and maybe game between Cardiff and West Brom on Tuesday is having some sort of effect on the situation.
"He should have gone back to West Brom and trained. It was in his own interest, cutting your nose off to spite your face is not always the best solution."
